Microchipping in Dubai: Why It's Mandatory, What It Does, and How to Get It Done

A grain of rice-sized chip, implanted in under a minute, that could one day save your pet's life. Microchipping is legally mandatory for all dogs and cats in Dubai, but beyond compliance, it is the most reliable way to prove ownership and reunite a lost animal with their family.

Every year, pets go missing in Dubai. Some escape during a moment of distraction at the door. Some bolt during a thunderstorm or a fireworks display. Some are lost during a move, a handover, or a travel disruption. And for some of those animals, the difference between going home and being permanently separated from their family is a tiny implanted chip that a scanner can read in under three seconds.

Microchipping is not a new technology, and it is not controversial. It is a straightforward, minimally invasive procedure that carries almost no risk and provides a permanent, tamper-proof form of identification. In Dubai, it is also the law. Here is everything you need to know.

What a Microchip Is and How It Works

A microchip is a passive radio-frequency identification (RFID) device, approximately the size of a grain of rice. It contains no battery and no moving parts. It does nothing on its own. It only activates when it is scanned by a compatible reader, at which point it transmits a unique 15-digit identification number.

That number is the key. It is linked, in a registration database, to your contact details, your pet's description, and your veterinary records. When a scanner reads the chip, the number connects to you. Without registration, the chip is simply a number. With registration, it is the link between a lost animal and its owner.

The chip is implanted under the skin, typically at the back of the neck between the shoulder blades. It stays there permanently. It does not move significantly once embedded in surrounding tissue. It does not expire. It does not require any maintenance. Once implanted and registered, it is a lifetime identification.

The scanner used to read microchips is a handheld device available to all veterinary clinics, animal shelters, Dubai Municipality inspectors, and animal welfare organisations in the UAE. If a lost pet is found and taken to any of these locations, the first thing that happens is a microchip scan.

Important: Microchips are not GPS trackers. They cannot locate your pet in real time. What they do is identify your pet when found, connecting them to your registered contact details. For real-time tracking, GPS collar devices exist as a separate product, but they do not replace the microchip requirement.

Why It's Legally Required in Dubai and What the Law Says

Microchipping for dogs and cats in Dubai is mandatory under Dubai Municipality regulations. The requirement applies to all dogs and cats, regardless of breed, age, or whether the animal is primarily kept indoors. It is a condition of legal pet ownership in the emirate.

The microchip must meet the ISO 11784 and ISO 11785 standard, which specifies a 15-digit identification number using Full Duplex (FDX-B) technology. This is the internationally recognised standard, compatible with scanners worldwide. Chips that do not meet this standard are not accepted for Dubai Municipality registration.

Microchipping is directly linked to the annual municipality registration process. You cannot register your pet with Dubai Municipality without a valid microchip number on record. And without current municipality registration, your pet is legally unregistered, which carries its own consequences if they are found as a stray or involved in an incident.

The Dubai Municipality stray animal protocol is unambiguous: unregistered animals found as strays may be euthanised if not claimed within eight days. A registered, microchipped pet is identifiable and can be reunited with its owner. An unregistered animal with no chip cannot be traced. The stakes are not theoretical.

The requirement applies to all dogs and cats in Dubai. It does not matter if your pet never goes outside, is kept in an apartment, or travels infrequently. The law is not conditional on lifestyle. It is a universal requirement for legal pet ownership in the emirate.

The Procedure: What to Expect, Duration, and Aftercare

Microchipping is a clinical procedure that takes under two minutes from preparation to completion, and causes minimal discomfort. Here is exactly what happens.

Before the procedure

No sedation or anaesthesia is required for a routine microchipping. The vet will check your pet's coat and skin in the implantation area, typically the back of the neck between the shoulder blades. If your pet is very anxious, a small amount of handling support or a distraction treat is often all that is needed. The microchip is pre-loaded in a sterile, single-use syringe.

During the procedure

The needle used is slightly larger than a standard vaccination needle, which is why microchipping is sometimes described as feeling like a firm pinch. Most dogs tolerate it without reaction. Cats may flinch briefly. The chip is injected subcutaneously, meaning under the skin, not into muscle. The needle is withdrawn and the chip remains in place. The entire process takes seconds.

After the procedure

There is no wound and no suturing. A small amount of local swelling at the site may occur, which typically resolves within 24 to 48 hours. Your vet will scan the chip immediately after implantation to confirm it is reading correctly and transmitting the correct number. Keep a note of the chip number on your records.

Timing

Microchipping can be done from eight weeks of age for puppies and kittens. At Aura, we commonly microchip during the initial puppy or kitten vaccination appointment, combining both procedures in a single visit and then completing the municipality registration at the same time.

If your pet is already due for a procedure under general anaesthesia, such as a spay or neuter, and has not yet been microchipped, this is an ideal time to complete it. There is no additional stress involved when the animal is already under anaesthesia.

Registering Your Chip with Dubai Municipality: Step by Step

Implanting the chip is only the first step. The chip itself is just a number. For that number to be meaningful, it must be registered in the Dubai Municipality database alongside your contact details. An unregistered chip cannot connect a found animal to its owner.

Registration process

Step 1: Complete the microchipping procedure

Have the chip implanted at a licensed veterinary clinic. Confirm the chip number is reading correctly by having it scanned in your presence before you leave.

Step 2: Ensure vaccinations are current

Dubai Municipality registration requires that your pet's Rabies vaccination is current. For dogs, the core DHPPiL vaccination must also be current. You cannot complete registration with lapsed or absent vaccinations. If vaccinations are due, complete them at the same appointment as microchipping where possible.

Step 3: Prepare your documents

You will need: your valid Emirates ID, your pet's microchip number, and proof of current vaccination (typically the vaccination certificate issued by your vet). Your veterinary clinic may provide a combined document.

Step 4: Register online or in person

Registration can be completed online through the Dubai Now app, the UAE Government Portal (government.ae), or in person at a Dubai Municipality-approved veterinary clinic. Many clinics, including Aura, complete the municipality registration on your behalf as part of the microchipping appointment, which is the simplest approach for most owners.

Step 5: Receive your municipality tag

Following successful registration, a municipality tag is issued: a small plastic disc bearing your pet's registration number. This tag must be attached to your pet's collar and worn at all times in public. It is renewed annually alongside vaccination and registration renewal. The tag and the chip together form your pet's legal identification system.

Keep a record of your pet's microchip number in multiple places: your phone, your email, and ideally with your vet records. If your contact details change, including your phone number or home address, update the registration immediately. An out-of-date registration is only marginally better than no registration at all.

If Your Pet Was Microchipped Abroad: What to Do

Many pets arriving in Dubai have already been microchipped in their country of origin. This is common for pets relocating with their owners from Europe, the UK, North America, Australia, and other countries with established microchipping requirements.

If your pet has a pre-existing microchip, you do not need to have them rechipped, provided the chip meets the ISO 11784 / 11785 standard (15-digit FDX-B format). This is the most widely used international standard, and chips from most European and Commonwealth countries will comply. Older 9-digit or 10-digit chips from some countries may not be compatible with standard UAE scanners. Your vet can confirm compatibility by scanning the chip.

What you do need to do is register the existing chip number with Dubai Municipality. The chip may already exist in an international database, but unless it is registered in the Dubai Municipality system with your current UAE contact details, it cannot be used to reunite you with your pet if they go missing in Dubai.

The registration process for internationally chipped pets

  • Have your vet scan the chip and confirm the number and standard.
  • Ensure vaccinations including Rabies are current and certified by a licensed UAE vet.
  • Complete the Dubai Municipality registration using the chip number already in your records.
  • Receive and attach the municipality tag.
  • Update the registration in your home country's database with your current UAE address and contact number as well.
Note: Pets imported to Dubai under the MOCCAE import permit process will have had their chip number verified as part of the import procedure. However, this does not automatically create a Dubai Municipality registration. You still need to register locally after arrival.

Annual Registration Renewal and the Municipality Tag Connection

Microchipping is a one-time procedure, but the registration attached to it is not. Dubai Municipality registration must be renewed annually. The renewal process is tied directly to your pet's annual vaccination status: you cannot renew registration with lapsed vaccinations.

The practical consequence is that the annual vaccination appointment and the annual registration renewal happen together. At Aura, we remind all clients when their pet's vaccinations are due, and we complete the municipality registration renewal at the same appointment where possible.

When registration is renewed, a new municipality tag is issued for the year. The tag is dated and replaces the previous year's tag on your pet's collar. An out-of-date tag is not a valid tag. If an inspector or a member of the public checks your pet's registration, the tag is the visible, immediate indicator of current status.

What happens if registration lapses

If your pet's registration is not renewed, they become legally unregistered. If they are found as a stray during a lapsed period, the chip number will not connect to a current UAE registration, and reunification is not guaranteed. Fines may also apply for failure to maintain current registration. The annual renewal process takes minutes and requires only that vaccinations are current. There is no good reason to let it lapse.

A note on moving within Dubai or to another emirate

If you move home within Dubai, update your municipality registration address as soon as possible. If you move to another emirate, you will need to transfer registration to the relevant municipal authority. Abu Dhabi, Sharjah, and the Northern Emirates each have their own pet registration requirements, though the same microchip will be used throughout.

Microchipping and registration are not a bureaucratic inconvenience. They are the practical infrastructure that makes it possible to find a lost animal and return it to its family. The procedure takes under two minutes. The protection it provides lasts a lifetime.
